Billy Conner

VP and General Manager of Electronic Security Systems

Billy Conner serves as Vice President and General Manager of Evolver’s Electronic Security Services (formerly eVigilant), bringing more than 25 years of experience in operations management, strategic planning, financial oversight, business development, and contract performance. In this role, he leads the organization’s strategic direction and day-to-day operations, advancing operational excellence and strengthening customer delivery. With deep expertise in integrated security and mission support environments, Billy focuses on aligning people, process, and technology to deliver measurable results and long-term value for clients.

Billy’s career spans leadership roles across government and private sector security organizations. Before joining Evolver, he served for nearly 15 years as Senior Vice President of Security Solutions at SOC LLC, where he provided executive leadership for some of the company’s largest and most complex integrated security programs. Earlier in his career, Billy held senior leadership roles with the U.S. Department of State as a Senior Security Program Director and with Blackwater Security as Director of Security Operations and Training. He also served as Chief of Security Operations for the United Nations with DynCorp and spent eight years as a police officer in North Carolina.

He earned a Bachelor of Arts in Criminal Justice and Strategic Intelligence from Ashford University, graduating magna cum laude, and leverages both his applied experience and industry expertise to drive continued growth and mission impact.
