Josh Rubin

Joshua Rubin, Chief Growth Officer, brings more than 20 years of experience building and scaling high performing business development organizations in the federal contracting market. He leads integrated business development, capture, proposal, solutioning, and marketing functions to drive disciplined, sustainable revenue expansion. Josh is recognized for architecting mature sales lifecycles, leveraging data driven tools and AI enabled analytics, and aligning pursuit strategies with customer missions to secure high value, long term federal contracts.

Josh’s career spans executive leadership roles across various sized government contractors navigating competitive, full and open markets. Prior to Evolver, he served as Chief Growth Officer at Infotrend, Inc., where he restructured the company’s growth engine, institutionalized full lifecycle capture processes, and built a $1 billion qualified pipeline while securing major prime contract awards and unrestricted contract vehicles. He also previously served as Chief Growth Officer at Ardent Management Consulting, leading the transformation of its growth strategy and contributing to a successful acquisition. Earlier, he held senior growth leadership roles at Evoke Research and Consulting and Sevatec, Inc., where he built enterprise capture teams, secured key contract vehicles including Alliant 2, and maintained a 100 percent recompete win rate during his tenure.

Josh holds a Bachelor of Science in Business Administration from University of Maryland, College Park and is known for fostering collaborative, metrics driven growth cultures that increase enterprise value and position organizations for long term success.
