Background

A large federal agency that provides critical services required a solution to collect sensitive data from private companies and state-based data sets while complying with major federal legislation and appropriations. 

Approach

Evolver Federal developed a nationwide, public facing ingest point for specific types of data for users to submit data for consumption and dissemination, with appropriate security measures to protect the users, the data, and end consumers.

Evolver’s team assumed a contract that ran in a Waterfall methodology, working with mostly proprietary software. By the end of the contract, the Evolver staff had:

• implemented a Scaled Agile methodology
• refactored the code from .NET to Java
• rearchitected the MS SQL database and migrated the data to a PostgreSQL solution
• upgraded the underlying operating system
• released five new modules as well as several enhancements providing improved services
• gained over $900,000 of cost savings benefits for the agency 

Results

• Evolver Federal’s solution system is a complex, tightly integrated set of twenty-two modules across seven value streams that continues to evolve as new legislative and appropriations provisions are considered.
• Our current efforts include continued modernization efforts, such as containerization and other cloud optimization measures, Continuous Everything, Generative AI research, and analytics and data discovery.
